I don't think they've said either way but i would say no, they never with the 25 boost so why now right?
Also does everyone who gets rise of iron get a level 40 boost or just if you buy collection?

I believe it is just with the collection, I only got it because the "legacy console upgrade" was available to me since I started back on the 360 in year 1. Also, the lvl 25 boost, if you bought it separate for the collection after the fact ($25) on the xbl store, it came w/ a class boost too
