Most likely no permission would be given.
The manufacturer of the clothing will be making a profit of something that isn't original design.
Bungie has been and is strict with their copyright. They have asked a person who claims to not make profit of custom Destiny controllers to stop.

I figured that but I didn't want to not ask and have it turn out I could have done it but with paying some fine in order to use the symbol.
