Some suggest a ghost is bound to a specific guardian but their is some contradictory lore about that

Well, during Cayde's stash, if you hold your ghost out and scan one of the pods. Your ghost will say something along the lines of," There is a guardian of immense light. I tried to raise him, but he said the last war was enough for a lifetime ( not sure on what is actually said here)." , your ghost basically tells you. You weren't the first choice.

That was an easter egg in reference to Master Chief, so lore-wise I caution in thinking that a ghost can be assigned to other guardians, as this is the [b]only[/b] scenario in which this has ever been entertained, but of course it is an easter egg and therefore should not be considered cannon. Lastly, there's overwhelming evidence of the opposite, namely every guardian we have information on has one unique ghost specifically for them.

So, the conversation between Dregden Yor, and Jaren Ward's ghost. After Jaren dies, Shin becomes a guardian. The ghost chose Shin. So, it isn't entertained just in an Easter egg.
