I like your ideas.
However, what if it was just a solid 5% Chance to instantly eat a Shield (matching element of course) per bullet? As an Intrinsic perk to all secondaries and Heavy?

Thank you! Well, maybe, but honestly I was thinking that that Elemental Effects should have more diverse/varying abilities outside of being used to combat shields. This way they add a new layer of combat effectiveness and tactics that would increase the desire for Elemental Weapons as a whole. For Example: • Dealing with a larger group of adds? The Jolt proc from Arc weapons would allow you to spread your damage out more quickly to dispatch them quickly? • Dealing with an enemy with substantial durability? The Smolder proc from Solar weapons would allow you to increase your damage against said enemy. • Dealing with a foe with nasty or annoying special abilities? The Warp proc from Void weapons would allow to suppress their powers for a time, giving you the edge in you need. Stuff like that. Make any sense?

I could see all of this in D2. But sadly this kind of creativity is overlooked and under appreciated.

Thank you once again! ( Honestly I see this system working in D1 because all the necessary assets and resources are already in place. It's just a matter of scripting.)
