The only reason I say that is because I had the same problem. Repeated, head shots not registering any damage or very little. Every once in a while things would be good but 90% of the time it was terrible. Now that I've started running a geo filter and I'm not playing with people 5000 miles away anymore the problem is gone. I set my limit to 1200 miles and the game play is great. I still get the odd person with a bad connection but it's night and day. I actually like the game again.
