Snipers are broken and Bungie screwed themselves, PVE needs snipers in their current state. I don't see any changes comeing that would be much of any good for PVP balance as it would greatly hinder PVE.

If shotguns could 1 shot kill from accross the map....wouldn't you consider them broken? Shotguns are for close quarters, fusion rifles sort of the middle ground and snipers long range. Deej even mentioned on the twitch that they were not meant to be for CQC.

You need headshots though its not like cod where you bag a chest or hip shot.
