I would buy 14 silver packs, because 1, You have to wait out 7 weeks for 14 packs. 2, If you want to get rid of rares, the req bundle will give you higher quality stuff. 3, Both you will get 28 unlocks.

I say this because someone gave me XBL money during Christmas, to which I used $25 on the Warzone req bundle. I did get some nice things, but mostly it was certifications.
