Would you also get the normal rewards? I got then this would be terrible because you can get a lot of the gear from just playing and this would make it so that you would have to beat the whole raid twice just to get one piece of gear.

Yes, you would still get your chance at the drops from bosses themselves. This vendor system would be an addition, not a replacement.
