Guessing it is because you have emblems, shaders or other year 2 items that haven't been purchased from a vendor

Could you clarify? Because when I get to the tower, no vendor shows up at all with the icon.

I am just guessing... My theory is that we haven't purchased all the year two items from the tower vendors. I don't think that they would have to have an icon for the vendors
