How about the fact that I've completed all my Hunter subclass quests and don't have access to any of the emblems that you unlock by completing the quests

The class item quest isn't the emblem quest, just so you know. The quest that starts with 15 class melee kills in the crucible is the one of the emblems, I believe hunters get gunslinger/throwing knives first.

You have to do both the pve part of the questline and the pvp part of the questline.

Those are not the emblem quests. the quest is called just a handful of bullets If you have a quest to get 15 throwing knife kills that is the first step. Then solar grenade kills then GG multi kills. All 3 steps are done in the crucible and completing them kicks of the next subclass.
