For anyone that doesn't already know this was patched. As a clarification the drop rate stayed the same they only made it so you can't keep dying and respawning at a boss. So now, you have to go through the entire strike mission or whatever to have a chance at an Exotic. Just remember to use the ToC right before the fight with the boss.
