If I remember, you could buy it for marks, it's still the case at the vanguard dealer, but never the other way around.

It was materials for marks and rep at the start with destiny, then people complained about having to farm the materials and I think bungie realised people could get crucible gear without going in the crucible as both quartermasters would do this. It's a pity and as there's strange coins and motes in the chests occasionally they obviously still want people checking them out. Who knows it may come back, here's hoping.
