It's not free, it's €20,- and PS4 and PC Cross-Play. It was free in July if you had PS+.
It's really fun though. Got all the trophies, except the 500KM one, which seems to be bugged.

Play exhibition 1 vs 1, no bots. Then grab a rubber band and put it in the joystick pointing to the side and also use something to hold the trigger pressed so you can leave the controller and let the car doing circles

There's a bug that makes your PS4 gets really hot, so I'll do that when it gets fixed.
