Lord of Wolves hands down is the best choice.
My second one I chose Dreg's Promise, because I know I'll get a third cipher and it'll help to get the side arm grimoire. If you don't care about the Grimoire (or need sniper kills) get the bow second.

Give it a day, but the Lord of Wolves is everything you want in an exotic - it's different, good and fun.
