They have an engine that incredibly hard to recode. That's why everything takes ages and previously all weapons are just reskins. As well as the vault space issues.
They are remaking the engine and code for Destiny 2 because of this problem.

And to clarify the graphics engine will last all 10 years, it's able to scale according to bungie. But they are trying to rework it so inputing new code won't harass the existing code like it does now apparently. Currently at work so I'll try to find some sources and the YouTube video I watched about it a long time back when I get home!
