Some bounties are not meant to complete in one go. Like 3 public events or 3 swords of Crota. They are meant to do when your on patrol if your passing thru the area, not just farmed which is why you have to go to orbit to reset the enemy. It's just how they are structured, it's not a problem if it's on purpose.

When the Kill 3 hive knights bounty was introduced, you did not have to go to orbit, they spawned randomly on the earth and the moon with a notification that "The blades of Crota have started a ritual" and a blade would spawn out of a cave with a bunch of acolytes. You never had to go to orbit. When the Husk of the pit stopped dropping is when they stopped appearing randomly. You also do not have to go to orbit to spawn a public event. There are no other queen's bounties that are structured this way. I would almost guarantee that this is a bug.

How long does it take for this Fang to respawn?
-
It's faster to go to orbit, I've never seen him respawn.
-
So ... How are we supposed to do this in a normal Patrol if he doesn't respawn like normal Patrol stuff? Defeating Blades of Crota was normal Patrol stuff. Killing three Devil Walkers was normal Patrol stuff. Silent Fang is not. There's the problem.

Lol and you would likely be passing through there when ? The blurb for the quest also says grottos plural . Yet the instance is called the grotto . All your grotto are belong to xenu

Except that every other queen's bounty is not structured this way.

no they aren't but this one may be. It may have a timer associated with the enemy respawn like sword use to be on earth. It is definitely triggered by going to orbit which leads me to believe it's more like a mission. Dock 13 will not respawn unless you go to orbit as well, they are probably all treated the same. So you can't just leave the area and come back to get them to respawn.
