I think everyone should have started off with it blank, you have to do the VOG hard, do CE Hard, ect ect. I also think a few random challenges per location on Patrol should have been thrown in like kill 200 captains.

Wheres the fun in a challenge if you have already completed it, I had a few gold chests to get because I cba beforehand. It should have been a fresh challenge, I would even go as far as saying create a strange or unusual story mission to go with it that must be completed and actually expand the lack of story the game currently has.
