I've been testing this for a while now. Blue engram DROPS (as in from enemies) will decrypt to HoW gear if they become legendary. End game rewards (reward screen at the end of strikes) are where you may get an old armor piece from an engram. Unfortunately, weapon engrams do not drop as loot in the reward screen
