I started recently and I'm level 8 because I keep making new characters. It gets boring after a while because of how long it takes to level but it's too addicting to stop.

Wait until you hit veteran rank and then talk to me about slow levelling. Completing a quest doesn't even move the XP bar

How long does it take to get to veteran ranks?

Quite awhile, levelling slows as you progress

But I want that armor... Is it a good idea to go into Cyrodiil as level 10?

Yes. All levels are buffed to 50 in there.

I would honestly avoid making new characters. It makes you more bored.
