The technical term is malicious harassment, which has various definitions depending or your state of residency, but is in fact illegal. Besides the fact that this is all a moot point because OP is overdramatizing Broman's claim, as it was a passing comment made only to demonstrate his loyalty to his friends, not a promise made with intent.

I don't think so, because although I'm not a lawyer, every place I can find malicious harassment defined, it involves either physical violence, or threats, and always involve some protected category of person. Nowhere can I find a definition which involves simply saying mean things.
