It's for taking part in the Alpha Lupi ARG before Destiny was revealed. It was a lot of fun coordinating with other people around the world.

I know that at least a few hundred or a few thousand people did the ARG, but I've never seen someone in-game with it. Could also be that it's only Blue rarity and people want to wear Legendary emblems.
