Although Talos is not Aedra, he did still achieve CHIM. Although we do not know how he did (tons of speculation). He now lives past death and beyond the limitations of God's(before the affairs of Anu and Padumay) and can manipulate the Aurbis.
Chim is more love than any other aspect, it is the love Talos felt for his people that made him eliminate the jungles on Cryodiil from existence.
I love the lore of TES and have been playing since I was 9 and was given Arena. If you ever want to discuss lore I'm here. ;)

Once one realizes that they are part of the dream and truly [b][i]comprehends[/i][/b] what that means, then the individual knows how to remove themselves from the dream. Once removed from the dream, one starts to dream on their own; still part of the dream of Aurbis, but distant from it as well.This leads to a state similar to lucid dreaming, and the individual who achieves this state can affect the Aurbis as if it were their own dream. This new state is more powerful than Mantling the Godhead and gives the new dreamer the ability to manipulate the very fabric of the Aurbis as they choose, similar to what the dreamer can do. This state of lucid dreaming is known as 'achieving CHIM'.

I was under the assumption that chim is taking view of the tower and leaving with your identity intact. That's CHIM through the "Psijic endeavour", I think you're referring to achieving CHIM through the "walking ways". I've been researching CHIM once more and I can say we are now in the complicated part of TES lore.
