They replicate the conditions. Not actually create a black hole. A black hole is a star hundreds of times bigger than the sun collapsed into a few square miles. The density of a black hole is huge giving it the pull that makes it infamous. Two particles accelerated together can match the density and what happens when particles are close and dense, but the mass is nowhere near high enough to cause a problem.
