I'm confused by what the game is supposed to be. It's a fighting game but..like an open world fighting game?

No. Regular 3d arena fighter with flight and swimming added. Only "open world" thing about it is how you go about walking around when you are not in a fight. There's also fights that include transporters to other areas to defeat other enemy's but that's not really open world either.
