Title says it but I will elaborate. In raids, strikes, or any pve you do with a group when an item drops anyone in the fireteam at the time of it dropping can roll on it. Countless times have I been in a group where a gjallarhorn drops and the person who got it already has one and is just going to dismantle it. Why not allow others to roll need/greed/dismantle as long as they are in the Fireteam? If you dont want that how about the loot still gets assigned the same way but you can trade it to someone who was in the fireteam when the item in question dropped. This would be limited to a 30 minute window or something along those lines.
