All I see on the forums are people talking about balances and fixes within the game. Having a CTE server will allow players to experience new changes before they are fully implemented to avoid such arguments and such. Say bungie were to nerf fusions rifles by making them deal less damage, first test on the cte, wait for player reports, then deal with it appropriately...
