Black Engrams could yield something to add perks to weapons, like a Primary Sight Kit, or a Secondary Munitions Kit. Just straight up Add; no reroll. Since you'd only really be gaining more versatility in a weapon, it'd be handy without being overpowered. It'd just add more options in a single weapon.
