He has been downed after they applied a moderate nerf to the strength of shields on EPIC difficulty.
Yellowed health enemies now die in about 10-30 seconds
Xyor is summoned by killing adds in phogoths room, not phogoth himself.
for about 15-30 minutes. (someone said for an hour) see below comments

Has anyone been to him yet besides me and my party? It took us 3 hours just to get to him [we are all level 26] in epic mode all enemies have shields that are resistant everything that isn't the color, we were running perfect party [one of each class] and we couldn't even touch his health bar. This exotic hand cannon is going to be seriously too hard to get trying to kill him. Expecially with all enemies on epic having resist shields. Each yellowed health bar enemy takes about 2-4 minutes to kill. I really think this needs a nerf. Just to make it barley manageable. I mean we've between nightly strike and that was hard, xyor is too hard.
