The Arbiter
Is anyone else wondering what's up with the arbiter? He wasn't in Halo4 of course for obvious reasons, but what do you guys think? Will he be in halo5? Will he be Helping good ol' chief again?
I'd just like to see what 343 plan on doing with him.
