Why have Xur sell weapons if those weapons are going to have static perk rolls? It's a poorly designed system, especially with how the game now has a bunch of weapons in his loot pool. We should be able to spend our strange coins for different weapon rolls, and have a tiny chance for the weapon to be a holofoil or shiny variant. If I've got strange coins to burn I should be able to spend them and try my luck to get the ultimate shiny weapon that I want. In fact, everything Xur sells should be a random roll. No need to buy his armor if the armor stats suck. Let me roll the dice as much as I want, I promise I would play more if that was the case.
