Okay, so I feel that a nerf to bolt charge is pretty much on the way at this point. I'd like to throw my idea your way if I can get your ear. [u]My suggestion is that you add a 10-second timer to the stack counter so that you can't just hold on to the stacks infinitely[/u] and because it also counts as a buff (every other elemental buff has a timer, except cure but that's an exception). [u]I also think that there should be an 8-10 second cooldown after activating the lightning strike before you can start building more stacks of bolt charge[/u] so that you can't spam the lightning strike with storm's keep. I think the cooldown would bring it back down to the same level as ignitions.
