We the players should have the ability to choose whether we want hunter hoods to be on or off. This mechanic is already in the game, with the "helmet on/off in social spaces". All it would take is some effort to make it work with helmets during combat. The toggle should appear in the cloak section of the transmog menu. Ideally the hood would still appear although taken off like the Grasp of Avarice cloak, but I realize that this would be too much to make that apply to hundreds of cloaks. Regardless, we need a toggle to allow for more player expression and less disagreement between players (talking about the recent dawning helmet controversy).
