Bug: Tower vendors are highlighted when I do not have anything to do with them
Tower vendors are highlighted when I do not have anything to get/do/acquire with them. This is both flashing their icon while roaming the tower and highlighting the vendor's icon on the destinations map.

It's doing the same for me. Both Gambit and Ikora.

You can Include Elsie too in Europa.

For me it is only Ikora that is exhibiting this behavior. I will also note that after the June 25th update, I did get an in-game popup indicating that I had unlocked additional Light subclasses across Solar, Arc and Void.
