Grabbed the Travelers Insight Pale Blessing from a flower. Upon going into a lost sector (or walking into a new area of the map) for a quest, the quest no longer progresses, weapon and exotic armor perks no longer trigger, orbs of light aren’t created, enemy aggression is nonexistent. Once the buff runs out (5 minutes) everything goes back to normal.
