Sever debuff not working at all in PvP
Sever doesn't reduce damage output in PvP like it is supposed to (intended to be 15% in PvP).
I also tested this myself in a private match. Seems to have broken with the Match 5th PvP changes.

Tested further: no source of sever is working in PvP, tested threaded needle, titan strand melee, and slice and none of them are reducing damage output.
