The scorn either heroic public event in the Four Horn Gulch on the Tangled Shore is not providing xp or any rewards including ghost fragments. (I only had 5 ghost fragments before looting the chest and received 0 instead of 2.) The non heroic event does provide rewards. Until this is fixed I would recommend not making this event go heroic. I also noticed that it is not counting towards the Defend the Shore bounty that asks you to complete public events.
