We've obviously heard that Anarchy is set to be hit at some point. But something you need to consider when nerfing it is Witherhoard. If Anarchy is hit too much, people will just use Witherhoard for the exact same roll. Its almost like tick damage over time is good. The only way around this is to also hit witherhoard with a nerf mirrors whatever Anarchy gets. .... But im sure this has be accounted for already
