During the Season of Arrivals, I finished all 19 objectives on my Hunter, Warlock, and Titan. When I view the badge the progress bars are orange and show 19/19. The badge itself, as seen in the screenshot linked to here, is still greyed out as if I did not complete the badge. It's been this way since Arrivals ended many months ago.
