As the combat mods are hard to get at the moment, and Ikora is a largely redundant vendor at the moment, would it be possible for her to sell them? Thematically it would make sense, as she's studied the light in the lore. It's difficult putting builds together when they're completely unavailable, even from vendor packages. Even having one or two locked behind a weekly bounty would be better than just RNG at Banshee.
