The "Fusion Rifle Calibration" quest for the weaponsmith was gaining progress as I was getting kills with "Biting Wind" with surplus and explosive arrowhead. I also had "Adored" and "Anarchy" equipped, so there was no fusion rifle being used. I do have a fusion rifle on my person, but the progress was gained while it was not actively equipped.
