Visited this on two different characters, one that has completed rat king and the other that has the rat king quest in their quest log... investigate voice lines play as expected, but no fallen transponder is looted and is not present in my log. Outbreak Perfected has not been unlocked on any of my characters and is still an "unknown" exotic.
