It was a comprehensive system, and Rapid Hit is one of the few [b]new[/b] perks that actually competes with Outlaw, a perk that is 4 years old at this point. The chosen solution seems counter-intuitive to me, as this system, while unintentional, was comprehensive and fun. I would love to see this brought back and implemented for other weapons too.
