Bows are not scouts. 1 bullet should do the same damage as a bow single shot.

They reduced the scout rifle damage in anticipation of the introduction of bows. They compete for similar roles in kits and surely one would have out shined the other. So in order to prevent overlapping they made scout rifles "steady" pressure long range damage and bows bust damage.
