But it only seems the issues that affect how Bungie wants us to play the game get priority.

Well yes scout issue is quite minor than something that is game breaking. If bungie allowed this exploit to continue then ppl would be at 600 in less than 2 weeks if not sooner. On top of that bungie doesn't simply buff something by 15% without looking into it first.
