i don't even think it's them dictating what we get but rather just a lazy "rng" loot system that they didn't test enough. we had this same problem when the game launched where if you turned it a bunch of tokens in at the same time you were very likely to get multiple repeats, even with exotics, a friend of mine turned in 5 at the same time (remember when PE's rained exotics) and all but one was the prospector GRENADE LAUNCHER haha.
