Ok, the post you quoted doesn’t say that scout’s were nerfed by 15%

Just because they don’t say it doesn’t mean that it isn’t so. Bungie has been doing this for years. There is no way to separate pvp with pve. This has been one of the biggest gripes the community has with bungie.
