Cabal wear powered pressure suits due to their homeworld being of higher gravity and pressure than Earth. Some of them have better adjusted to varying pressures and gravity like Calus and Ghaul so they do not need full enclosure. Due to those factors their physical strength is exceptional and is even further boosted by their powered suits. It's expected to see them move faster too.
