There is definitely a mechanic built into the game that drops ammo for the gun type you are not currently using. For example, I'm killing with my kinetic weapon > enemies drop energy weapon ammo. And vice versa. Power ammo just drops when it feels like it.

Power ammo drops randomly when normal enemies die but is guaranteed when you kill a major (enemy with a yellow health bar).
