So I found a group of 3 dregs riding pikes on Nessus, and yes, you can ride them. They are located to the right from where you spawn in the Inverted Spire, across the vex milk gap. It took a bit for them to show up, but eventually, they did. You can also ride them on the vex milk without taking any damage.
