Exotics should be better than legendaries sure but God tier....... no. A game with so many stats and perks in weapons has a ton of options which is variety. Variety will create meta's as players test weapons, looking for the best one. It part of having options. Meta's crush variety. Developers nerf meta class weapons to reintroduce variety. Players find new op weapon a meta is born. Meta crushes variety, devs nerf, players find, etc........vicious cycle but good for the game keeps it changing.
